TBD if this date or response window is actually necessary because you can maybe select an auto reminder or something. You don't necessarily need a start date for a particular period in which you want to send it out. If someone is not responding to your survey then you will just nudge them a couple of times. At some point in time you can decide, either at the predefined end date or maybe a day later, that you now sort of stop nudging those people and just take the results you have right now. You don't necessarily need a fixed date for that.

Even if I think it would be better to have this kind of selection or end date or starting date selection at the set send-out interview part when you send it out and not in the pre-selection. It's a bit confusing and you don't know what it really is and it's just another mental hurdle. I would just remove it
