New Workspace SetUp Skips HR and Knowledge Steps

When I created a new workspace, it prompted me for our company domain and then I've seen that the next step should have been HR setup and sharing a knowledge base. Once I've entered our company domain, it just skipped the next two steps and directly forwarded me into the new workspace
